NVTC Commissioner Biographies

 
DAVID B. ALBO

David B. Albo was appointed to NVTC in October, 2002.  He has served as a member of the Virginia House of Delegates since 1994 representing the 42nd District.  He serves on several House committees, including Courts of Justice, in which he serves as chairman, and General Laws Committee. When the General Assembly is out of session, he is a local business owner in his Springfield-Arlington-Richmond law firm of Albo & Oblon, L.L.P.  His firm practices in the areas of employment, commercial, government contracts and traffic defense litigation. He previously served as prosecutor for the City of Fairfax.  He is the chairman of the Virginia Crime Commission. Delegate Albo earned his B.A. in economics from the University of Virginia and his Law Degree from the University of Richmond.

 

CHARLES M. BADGER
Mr. Badger is the Deputy Director of the Virginia Department of Rail and Public Transportation.  He has oversight responsibility for all state programs for rail and public transportation in the Commonwealth of Virginia.  Mr. Badger serves as the chief deputy to the agency Director and as an advisor to the Commonwealth Transportation Board and the Secretary of Transportation. He has worked for the Commonwealth for over thirty-five years and in addition to his work in rail and public transportation, he has held management positions in highway design and construction, aviation planning, and urban transportation planning.   Mr. Badger is a licensed professional engineer and holds a Bachelor of Science degree in Civil Engineering from Virginia Polytechnic Institute and State University and a Master of Science degree in engineering from the University of Maryland.

 

SHARON BULOVA
Sharon Bulova, elected in November 1987, represents the Braddock District on the Fairfax County Board of Supervisors.  She is that Board’s vice chairman and Budget Committee chairman. A member of NVTC since 1988, Mrs. Bulova has served on the Virginia Railway Express Operations Board since its inception in 1989.  In 2004, She was appointed by Governor Warner to chair the Governor’s Commission on Rail Enhancement for the 21st Century, and is a member and past chair of the Rail Advisory Board, which recommends funding for freight and passenger rail projects throughout the Commonwealth that provides a significant public benefit.  Mrs. Bulova was appointed by the Metropolitan Washington Council of Governments (MWCOG) to chair the Greater Washington 2050 Initiative.  She is a member of the MWCOG’s Air Quality Committee and Development Planning Committee.  Mrs. Bulova is a member and past chairman of the Northern Virginia Regional Commission and is chair of the Fairfax County/City of Fairfax Committee.  She is the county's liaison on the Central Fairfax Chamber Board of Directors.  

 

KELLY BURK
Kelly Burk was elected to the Loudoun County Board of Supervisors representing the Leesburg District in November, 2007.  She is chairman of the Board of Supervisors’ Transportation/Land Use Commission and also serves on the Board’s Economic Development Committee and the Joint Board/School Board Committee.  She currently represents the county on the District Home Board, the Annexation Area Development Policy Committee, Loudoun County Disability Services Board, and the Joint Committee of the County of Loudoun and the Town of Leesburg. Supervisor Burk earned a Bachelor’s degree at George Washington University and a Master’s degree from Virginia Tech.  She is a special education teacher for Loudoun County Public Schools.  She was appointed to NVTC in January, 2008.

 

 

GERALD E. CONNOLLY
Gerald Connolly has been a member of NVTC since 1999.  He was recently re-elected to a second four-year term as Chairman of the Fairfax County Board of Supervisors.  He previously served nine years on the Board representing the Providence District.  He currently is NVTC’s secretary-treasurer for 2008 and serves as the chairman of NVTC’s Legislative Committee.  He served as NVTC’s chairman in 2006.  He represents Fairfax County on the Northern Virginia Transportation Authority and is the current chairman of the Northern Virginia Regional Commission.  He is a past chairman of the Virginia Association of Counties and the Metropolitan Washington Council of Governments.  He is the recipient of the 2006 American Public Transportation Association Award for Local Distinguished Service and the 2005 Virginia Transit Association Award for Outstanding Contribution by a Public Official.

 

ADAM EBBIN
Adam Ebbin was appointed to NVTC in May, 2004.  He was elected to the Virginia House of Delegates in 2003 representing the 49th District.  Delegate Ebbin serves on the Transportation, Education, and Health, Welfare and Institutions House committees.  He previously served as the Chief Deputy Commissioner of the Virginia Department of Labor and Industry for Governor Mark Warner.  Delegate Ebbin is a graduate of the American University in Washington, D.C. and was a Fellow at the University of Virginia’s Sorenson Institute of Political Leadership in 2000.






WILLIAM D. EUILLE
William D. Euille has served on the Alexandria City Council since 1994 and was re-elected (vice mayor) in 1997 and 2000. In 2003 he was elected to a three-year term as mayor and re-elected in 2006 for another three years. He co-chairs the Alexandria Welfare Reform Committee (Alexandria Works!) and the Woodrow Wilson Bridge Task Force.  He serves as chairman of the Board of Directors of the Alexandria Economic Development Partnership Inc., the Board of Directors of the INOVA Heath System, and the City Council’s Human Service Committee. He also is a member of the Alexandria Economic Opportunities Commission, the Local Emergency Planning Committee, and the Pension Study Committee.  He represents Alexandria on the WMATA Board of Directors and the Northern Virginia Transportation Authority. Mr. Euille is President/CEO of Wm. D. Euille & Associates, Inc., an Alexandria construction services firm. Mr. Euille received a B.S. degree in accounting from Quinnipiac University.  He joined NVTC in July, 2000 and served as its chairman in 2004 and secretary in 2006.  He is serving as chairman in 2008.

 

JAY FISETTE
Jay Fisette joined NVTC as a commissioner in March, 1999.  He has been a member of the Arlington County Board since 1997 and served as chairman in 2001 and 2005. Mr. Fisette is currently serving as president of the Virginia Municipal League. He is the past-chair of the Metropolitan Washington Council of Governments Board of Directors, serving on the Metropolitan Development Policy Committee and the Regional Emergency Preparedness Council.  Mr. Fisette also represents Arlington on the Greater Washington Initiative of the Board of Trade.  Mr. Fisette serves on the Executive Committee of the Washington District Council of the Urban Land Institute and was appointed by Governor Warner, and re-appointed by Governor Kaine, as a Commissioner to the Board of the Virginia Housing Development Authority, now serving as the vice-chair. He is a member of the Washington Area Bicyclist Association, Arlington Gay and Lesbian Alliance, and Leadership Greater Washington. He has a M.A. degree in Public and International Affairs from the University of Pittsburgh and received his B.A. degree from Bucknell University.

 

JEFFREY C. GREENFIELD

Jeffrey C. Greenfield is serving his sixth term as a member of Fairfax City Council.  He serves on the Washington Metropolitan Council of Governments’ Board of Directors, the COG Metropolitan Development Policy Committee and the COG Human Service and Public Safety Committee.  A lifelong resident of the city, Mr. Greenfield works for the Regional Operations Office of the Administrator at the U.S. Department of Agriculture and is a small business owner.   He received both his B.A. in political science and his M.P.A. in public administration from George Mason University.

PAT HERRITY
Pat Herrity was elected to the Fairfax County Board of Supervisors in November, 2007, representing the Springfield District.  He has served on the Northern Virginia Technology Council, REGION (an association of Northern Virginia business organizations), the Fairfax County Chamber of Commerce and the Professional Services Council.  Mr. Herrity is currently the Chief Operating Officer and Chief Financial Officer of Arrowhead Global Solutions, Inc., a premier provider of integrated communications solutions.  He was a founder and served on the Steering Committee of the Washington Area Conference on Telework. He  graduated from Virginia Tech in 1982 with a Bachelor’s degree in accounting and then earned his Certified Public Accountant certificate in 1985. He was appointed to NVTC in January, 2008 and will also serve as a member of the VRE Operations Board. 

 

CATHERINE HUDGINS
Catherine Hudgins is serving her third term on the Fairfax County Board of Supervisors and is also serving as Chair of the Human Services and the Housing and Community Development Committees for the county.  Supervisor Hudgins finds her greatest satisfaction assisting constituents obtain services critical to maintaining more sustainable lives.  She was honored for her leadership and work in mental health and affordable housing.  Supervisor Hudgins serves on several other regional and state boards, which include the Washington Metropolitan Area Transit Authority, 2007 Chair of the National Capital Region Transportation Planning Board, the Virginia Association of Counties, the State Board of Mental Health, Mental Retardation and Substance Abuse Services and the Commonwealth Commission on Mental Health Law Reform.  She holds an MPA degree from George Mason University and a BS degree in mathematics education from the University of Arkansas at Pine Bluff. She joined NVTC in January, 2004.  

 

MARY HYNES

Mary Hynes was elected to the Arlington County Board in November, 2007.  She served on the Arlington School Board from 1995-2006, and chaired that Board three times.  She served several times as the School Board’s liaison to the General Assembly and as a representative to the Washington Area Boards of Education  Ms. Hynes graduated from the College of St. Benedict, in St. Joseph, Minnesota, and in 2007 the college honored her as a distinguished alumna.  Mary Hynes was appointed to NVTC in January, 2008.

 


JOE T. MAY
Delegate Joe May is currently serving his eighth term in the House of Delegates representing the 33rd House District (all of Clarke County and part of Loudoun County).  He serves as chairman of the House of Delegates Transportation Committee, is a member of the House Appropriations Committee where he chairs the Appropriations Subcommittee on Transportation, and serves as a member of the House Science and Technology Committee.  He also is the chairman of the Joint Commission on Technology and Science and is a member of the Virginia Research and Technology Advisory Commission. Delegate May, a registered professional engineer who holds 22 patents, is founder and CEO of the Virginia based electronic engineering and manufacturing firm, EIT.  He is a graduate from Virginia Tech where he earned his BSEE degree. He joined NVTC in June, 2006.



JEFFREY C. McKAY

Jeffrey C. McKay was elected to the Fairfax County Board of Supervisors in November 2007 and was appointed to NVTC in January, 2008.  Before his successful race for the Lee District seat, Supervisor McKay was chief of staff for former Lee District Supervisor Dana Kauffman from 1996 through 2007.    Supervisor McKay is a sworn Reserve Deputy Sheriff for Fairfax County, a member of the Southeast Health Planning Task Force and the Fairfax County Board of Supervisors Committee on Reapportionment. He chairs the Fairfax County Board’s Transportation Committee.  He earned a B.A. in Public Administration from James Madison University and is a graduate of the Sorenson Institute of Political Leadership at the University of Virginia.  Supervisor McKay will serve as an alternate to the WMATA Board of Directors and the VRE Operations Board.

THOMAS DAVIS RUST
Thomas Davis Rust was appointed to NVTC in June of 2006.  He has served as a member of the Virginia House of Delegates since 2002.  Prior to that time he served as a Town Councilman and Mayor of the Town of Herndon.  Delegate Rust serves on the Transportation, Education, Commerce and Labor, and Science and Technology Committees of the House of Delegates.  He chairs the House Education Subcommittee on Higher Education. He previously served as a member of the Northern Virginia Transportation Coordinating Council and was chair of the Northern Virginia Regional Commission.  Rust has a Bachelor of Science degree in Civil Engineering from Virginia Tech, a Master of Science in Public Works Engineering from George Washington University, and a Master of Planning in Urban and Environmental Planning from the University of Virginia.  In his professional career he is chairman of the Board of Directors of Patton Harris Rust and Associates, a regional Mid-Atlantic engineering firm.  Rust is a licensed Professional Engineer and a Certified Planner.

PAUL C. SMEDBERG

Paul C. Smedberg, first elected to the Alexandria City Council in May 2003, was re-elected to a second term in May 2006.   He currently serves on the Council of Governments' Public Safety Policy Committee as well as Alexandria’s newly-created Economic Sustainability Committee, Economic Opportunities Commission, Northern Virginia Regional Commission, Employee Compensation Committee, Alexandria Marketing Committee, Sister Cities Committee, Waterfront Committee and Woodrow Wilson Neighborhood Task Force. He is also a member of the VRE Operations Board.  He is Director of Policy & Public Affairs at the American Society of Nephrology.   He earned degrees in Economics and History from Allegheny College and is a Fellow, Sorenson Institute for Political Leadership at the University of Virginia.  He was named an alternate to NVTC in June, 2005 and has been a commissioner since June 2006.


DAVID F. SNYDER
David F. Snyder was elected to the Falls Church City Council in 1994 and became a NVTC commissioner in that year.   He served as NVTC’s chairman in 2000 and 2007.  He was selected to serve as vice mayor for the city of Falls Church in 1996 and mayor in 1998.  He is a vice president and assistant general counsel for the American Insurance Association, specializing in legal reform, automobile insurance, international trade and other transportation issues.  Mr. Snyder was recently elected chairman of the Metropolitan Washington Air Quality Committee and second vice chairman of the Council of Governments Transportation Planning Board.  Recently, he coordinated the transportation and evacuation component of the Regional Emergency Coordination Plan approved by MWCOG on September 11, 2002. He also serves on the Northern Virginia Transportation Authority.  Mr. Snyder graduated Magna Cum Laude from Dickinson College in Pennsylvania and graduated from the George Washington University Law School in Washington, D.C.

MARY MARGARET WHIPPLE

Mrs. Whipple is a member of the Senate of Virginia and represents the 31st District.  Now serving her fourth term, Senator Whipple is a member of the Senate Committees on Agriculture, Conservation and Natural Resources; Education and Health; Local Government; and Privileges and Elections. She is chairman of the Rules Committee. Senator Whipple is also a member of the Metropolitan Washington Council of Government’s Air Quality Committee. Before being elected to the Virginia Senate, Mrs. Whipple was a member of the Arlington County Board from 1983 to 1995.  She was a member of NVTC in 1985 and from 1988 to 1995 and represented Virginia on the WMATA Board of Directors during those years. She served as chairman of NVTC in 1995.  She returned to the commission in 1996.  Mrs. Whipple received a B.A. from the American University and a M.A. from George Washington University.


CHRISTOPHER ZI MMERMAN


Christopher Zimmerman joined the commission in 1998, and served as chairman in 2002.  He has been a member of the Arlington County Board since 1996.  Mr. Zimmerman is chairman of the WMATA Board of Directors, on which he has served since 1998 (having previously served as chairman in 2002).  He is also Chairman of the Northern Virginia Transportation Authority, and serves on the Transportation Planning Board for the National Capital Region.  In addition, he is a member on the VRE Operations Board.  Mr. Zimmerman holds a B.S. degree in Political Science and Economics from the American University and a M.A. in economics from the University of Maryland.  He is serving as NVTC’s vice-chairman in 2008.

TIMOTHY LOVAIN

Timothy B. Lovain was elected to the Alexandria City Council in 2006. He is Vice President and General Counsel of Denny Miller Associates, a government relations consulting firm, where he has been employed for 23 years. Mr. Lovain earned a B.A. with honors in political science from the University of Chicago, an M.A. in politics from Princeton University, and a J.D. with honors from the University of Washington. He serves on the MWCOG Transportation Planning Board and chairs its Human Services Transportation Task Force.  He currently serves as Chair of the Alexandria United Way Campaign and as a member of the Alexandria United Way Regional Council.

DANIEL MALLER

Daniel Maller is a member of the Falls Church City Council and a NVTC alternate.  He is Executive Vice President/CFO of Williams Bridge Company and General Counsel of its corporate parent Williams Industries, Inc. Mr. Maller graduated with distinction in 1989 from the George Mason University School of Law in Arlington, Va. He moved to the City of Falls Church in 1996.  He serves on the Council of Government’s Public Safety Policy Committee.


MATTHEW TUCKER

Matthew Tucker was appointed as the director of the Virginia Department of Rail and Public Transportation (DRPT) on June 1, 2006, where he is committed to providing transportation choices in Virginia through rail, public transportation and commuter services.  In his previous position, Mr. Tucker was the Chief Operating Officer for the Santa Clara Valley Transportation Authority (VTA) in San Jose, California.  Mr. Tucker’s transportation industry experience includes diverse functional-area responsibilities at a variety of transit properties across the United States.  He holds a bachelor of arts degree in political science with a minor is Military science, and a master’s degree in Urban and regional planning from Virginia Commonwealth University.
